I think we need more about the context to answer this question... however, I know, some french people have a lot of jokes about Belgians like: "how do you recognise a Belgian in an airport?; how do you recognise a Belgian in a shoes-store?; etc". Frenchies joke about Belgians been dumb and in response Belgians jokes about Frenchs being arrogant.
