I think that the "two minute and thirty second" coming before "phone call" is an adjective locution. Just as in "a nineteen-year girl", a "thrity-second waiting". I also think that it can be written with dashes: a 2-minute and 30-second phone call. Is it in American English that they use dashes? Maybe.
But anyway that 2 minute and 30 second phone call lasted 2 minutes and thirty seconds.
