The different is quite obvious and simple: a fragrance is a pleasant smell, a smell which delights you: A spring flower can have a fragrance, a rose has a fragrance, the sewers have a fragrance for rats and dung beetles, and even a sweaty armpit can have a fragrance if one is pervers enough.
The perfume is the fragrant liquid in little bottles Delavigne produces in assorted variety. "Fragrance" is a common abbrevation for a perfum with a special fragrance.
